Government service fees, fines: How to get a refund in UAE?

 

It may sound ironic, but getting a refund for government services or correcting an error made in the payment process might not be easy. Fortunately, people in the UAE have no cause for concern since the process is easy. Various government bodies in the country offer auto-refund services which indicates that the process is very smooth and simple.

If you ever made a mistake paying a government service fee and/or fine and gave more than required or even double what is correct, do not worry as there are few simple steps in which you can get refund.

Underneath is a step-by-step guide to assist you in the refund process and to make sure you have compiled all the necessary information which will be required when completing the refund form.

Ministry of Foreign Affairs (Mofa)

It is common for UAE residents to use the services of the Ministry of Foreign Affairs (Mofa) to have their documents attested especially when seeking employment or when switching employers. Due to the importance of attested documents, document and certificate attestation is one of the most utilized services at Mofa since many organizations in the country demand attested documents.

If you inadvertently overpaid for this service, here’s how you can appeal for a refund:

  • To find all of them, visit the mofa website at mofa.gov .ae; Then, click on ‘Services’.
  • When applying, complete an application form.
  • Click on ‘Support Subject’.
  • Here in the ‘Support Details’ input place, provide details of your request.
  • Also, submit the necessary proof.
  • You will then be communicated through an SMS or an email from the ministry on the status of your request.

Once your return request has been granted, your amount will be credited back into your bank account within five working days.

Similarly, if you applied for attestation of your documents or certificates and your application was rejected then the Ministry will automatically process a refund of the fee paid for the service.

Ministry of Justice

Various services include applying for renewal of passport and residence permit, certification of official deeds, refund for the difference in fines, request for the recovery of secretariats/ documents, request for deposit of money or any valuables at the court of the country among several others that are administered by the Ministry of Justice of the country.

 

If you made a mistake in payment while using any of these services, here’s how you can apply for a refund:

  • Go to the refund portal at refund.adib.ae/app/moj/portal/login.
  • Log in or register using your email
  • Click ‘New Request’
  • Enter the URN number and find the transaction to originate the refund

Your call for a refund will only be handled once you’ve provided all the requirements such as your URN number and complete bank account details like your account name, account number, and IBAN.

Ministry of Finance

For concerns associated with the Ministry of Finance, you’ll need to submit an online request, and your application will be evaluated and handled quickly if approved.

  • Go to https://mof.gov.ae/
  • Click ‘Fees Refund Request’ then choose ‘Manage Dispute’
  • Fill out the online application form, then click ‘Submit’
  • You will then be asked to attach the requirements so your application can be reviewed

If your request has been approved, the Ministry of Finance will refund your account through bank transfer in five working days.

Ministry of Human Resources & Emiratization

  • Access the link of the Auto-Refund refund service through the MOHRE’s website.
  • Log in through your Emirates ID or UAE Pass.
  • Submit a refund request through the Auto-refund system.
  • Attach the required documents. If the requirements are incomplete, your application will be sent back to you, telling you which document you missed and needed to submit.
  • Once your request has been approved, your refund will be credited to your bank account within five working days.

Requirements

For your refund request to be processed smoothly by Mofa, Mof, Mof, and Mohre, you need to upload the following documents:

  • Payment receipt
  • A copy of the transaction
  • Your bank statement with the desired transaction highlighted.
  • A letter from the bank stating the IBAN and SWIFT codes.

Emirates Health Services

Emirates Health Services (EHS) provides various healthcare services. If you need a refund for medical treatment, medical fitness examination fees, or pre-employment/pre-university fitness screening fees, here’s how to apply:

  • Go to the Emirates Health Services website, then choose ‘Services’.
  • When you get directed to the ‘E-Refund System’ page, click ‘Click Here’.
  • Log in with your username and password.
  • If you’re a first-time user, click ‘Don’t Have an Account’.
  • Register and fill out all the information required.

Required documents for ‘Refund of Fees Related to Treatment’

  • Letter from the hospital stating the reason for refund
  • Emirates ID
  • Payment Receipt
  • Official IBAN letter (Bank account details )
  • other supporting documents

Required documents for ‘Refund of the Fees for Examination of Medical Fitness for Residency Visa’

  • Payment Receipt
  • Cancellation letter from medical examination centre
  • Bank account details for the applicant or sponsor

Required documents for ‘Refund of the Fees for Pre-Employment or Pre-University Fitness Screening

  • Payment Receipt
  • Cancellation letter from medical examination center
  • Bank account details for the applicant or sponsor

Required Documents for Refund of the Fees for Health card

Dubai

As a Dubai resident, you can start your refund request for fines or fees through the Dubai Municipality’s website.

  • Click ‘Services’
  • Choose ‘Government Services’
  • Log in with Emirates ID/UAE Pass
  • Emirates ID and UAE Pass
  • Fill in your complete details
  • Click ‘Refund of Fines or Already Paid Fees’

Requirements

  • Letter requesting the refund, including the name in Arabic and English, your phone number, and your IBAN
  • Copy of the payment receipt

You will get Dubai Municipality’s answer (Approved/Rejected) through SMS within 3 working days from the date of the concerned department’s response.

If your request is accepted, the amount will be transferred to your account on the first week of the following month.

Abu Dhabi

Abu Dhabi’s ‘Request a Refund of Fees and Amounts’ service allows residents to request refunds for incorrect or incomplete operations. If you mistakenly overpaid a government service fee or fine, you can easily request a refund by:

  • Visit tamm.abudhabi
  • Click ‘Manage your Business’ then choose ‘Business Support’
  • Click ‘Request a Refund of Fees and Amounts’

Requirements

  • IBAN along with your bank name and branch name
  • Copy of your receipt of receipt number
  • Your phone number
  • If a company wishes to transfer the refund to the account of another client, they will be asked to submit a ‘To Whom It May Concern Certificate’

You will get a refund authorization message once you upload all the obligations. You can then expect the refund to be credited to your bank account within five working days.
