    Towards better safety and logistics for one of the largest annual religious gatherings around the world, Saudi Arabia, in a series of important travel and entry regulations as per the Haj Policy, announced on October 18, 2023, that no person should be permitted entry into Makkah without a formal Hajj permit.     3. Permit Requirement for Residents – Starting April 23, 2025

    From this date, Saudi residents are required to obtain an entry permit to access Makkah. National and expatriate residents from other parts of the Kingdom are included in this rule as well. Access without a permit is prohibited, and all those who attempt to will be turned back.

    Exemptions are for:

    • Residents of Makkah with valid residency IDs
    • Work permit holders for the holy sites
    • Those with an official Hajj permit in 2025.

    Permits will be applied for through online channels, including Absher Individuals and Muqeem.

    4. Umrah Permit Suspension – April 29 to June 10, 2025
