HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has confirmed that the Government of Dubai has embarked on the implementation of the “50th Charter” which reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai. The future of Dubai and its continuous development to make it the best city in the world.
“The higher education sector and universities are the main source of Dubai’s efforts to establish a new generation of graduates who believe in the importance of innovation and entrepreneurship and start a new phase of success stories at an early age, away from the traditional education system that may keep them from realizing their dreams, And make it difficult for them to contribute positively to their community.
“We have adopted today Dubai’s strategy for free university areas which focuses on the 50th document to create integrated economic and creative zones in national and private universities,” he said. “The strategy will strengthen Dubai’s position as a regional centre for youth support and the development of a new generation of curricula and educational concepts based on innovation and technology.”
This is in line with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, announced by His Highness on Article 6 of the 50th Charter, to transform national and private universities in Dubai into free zones that allow students to practice economic and creative activities, And to promote this methodology as a cornerstone and main goal of the learning and graduation system.
He said that Dubai has a number of leading educational institutions and national and international universities. Thousands of creative and innovative students have graduated every year and must focus on supporting their talents and building their ideas to launch projects and companies that will immediately contribute to the future economy of Dubai.

The preparation of the strategy was prepared by Dubai Future Foundation in coordination and cooperation with the concerned authorities. It will supervise the follow-up of the projects, initiatives and ideas that are launched within Dubai’s free university zones strategy, develop executive plans and study proposals to implement the outputs of the sixth item of the 50th document, Private and educational institutions and research centers in Dubai and around the world to oversee the launch and support of startups from universities.
The Foundation will accelerate the achievement of Dubai Free Zones Strategy objectives, establish a culture of innovation and entrepreneurship in universities and educational institutions in Dubai, evaluate progress and prepare monthly and periodic reports to review current and future challenges and find effective and appropriate solutions
