If you’ve been trying to figure out which grade your child should enter in Dubai, you’re not alone. The KHDA (Knowledge and Human Development Authority) just released detailed placement guidelines, and honestly, it’s some of the clearest guidance parents have gotten on this in a while. Age, previous school records, and individual learning needs all factor into where a child lands, from Pre-KG or FS1 all the way through Grade 9 or Year 10.
The guide also tackles something a lot of parents have been asking about lately: how the revised admission age cut-off actually plays out during the 2026-27 transitional year.
Here’s the core rule, straight from KHDA: “For Pre-KG through KG2 (FS1 to Year 1): age is the primary and overriding placement rule. For Grade 1 (Year 2) and above: the transfer certificate (TC) is the primary placement reference. Where the TC grade and the UAE age-grade chart differ, the school must notify KHDA before confirming placement.”
Let’s break down what that means in practice.
What are The Actual Age Cut-offs?
Timing depends on when your school’s academic year begins.
Schools starting in September require children to reach the necessary age by December 31. Schools starting in April use March 31 as their cut-off instead.
For September-start schools, children need to turn these ages on or before December 31:
- Three for Pre-KG or FS1
- Four for KG1 or FS2
- Five for KG2 or Year 1
- Six for Grade 1 or Year 2
Here’s the part that trips people up. If a child hasn’t reached the required age by these dates, they can’t be placed in that grade. Doesn’t matter how close they are to the cut-off. Doesn’t matter if they’ve already studied that level somewhere else.
KHDA puts it plainly: “This rule applies to all private schools in Dubai and ensures fairness, readiness, and consistency across curricula.”
The same rules extend to early childhood centres and nurseries from FS1 onward, too.

Who Does The Revised Cut-off Actually Affect?
Only children registering in the KHDA system for the first time during 2026-27.
If your child is already enrolled in a Dubai school or nursery, this doesn’t touch you. Same goes for children transferring between schools or nurseries within Dubai.
KHDA is calling 2026-27 a transitional year specifically. Starting 2027-28, every new registration follows the revised cut-off with no cohort-based flexibility left over.
Can a Child Choose Between FS1 and FS2?
In some cases, yes, but only once. A one-time arrangement applies to children born between September 1 and December 31, 2022, who aren’t currently enrolled anywhere. For 2026-27 specifically, parents and the school can jointly decide whether FS1 or FS2 makes more sense as a starting point.
British curriculum schools may offer similar flexibility for FS1 entry, provided the child’s readiness gets formally assessed and documented.
Worth noting: this flexibility stops there. It doesn’t extend to any other year groups.
What happens if a child moves to Dubai from abroad?
This is where things get genuinely useful for expat families. Children coming from countries where formal education starts later can still enter the grade matching their age, as long as they meet UAE entry requirements.
KHDA gives a specific example, a seven-year-old arriving from Finland, where schooling begins later than in the UAE. That child can still join Grade 1 or Year 2 in Dubai, even without the same reading, writing, or classroom skills their new classmates already have.
The school is then expected to step in with support like:
- Targeted assistance in the classroom
- Differentiated teaching
- Beginner-level literacy and numeracy activities
- A short-term individual learning plan
- Extra help during the first term
The key point here? Lacking prior formal education isn’t, on its own, a reason to place a child in a lower grade.
What if a child was placed in a lower grade overseas?
This depends heavily on age. For children from Pre-KG through KG2, or FS1 through Year 1, placement runs on age alone, regardless of what year group they were in previously.
From Grade 1 or Year 2 onward, the transfer certificate takes over as the main reference. If that certificate shows a lower grade than what the UAE age-grade chart suggests, schools will generally follow the certificate and flag KHDA if the gap is significant.
That said, there’s flexibility built in. Children who started school late, or were moved down previously, can still be placed in their age-appropriate grade with added learning support.
As the guide itself states: “If recent assessments show your child cannot yet access learning at that level, the school may apply for an exceptional placement with KHDA, submitting full evidence and support history.”
In other words, there’s a process. It’s just not automatic, and it requires documentation every step of the way.
